HRLC is pleased to announce the two-day visit of Armen Harutyunyan, Judge of the European Court of Human Rights for Armenia since 2015, on 30-31 October 2019. Armen was the Regional Representative for Central Asia of UN OHCHR (2011-2014), and the Head of UN OHCHR Human Rights Monitoring Mission in Ukraine (2014-2015).

Armen will give a first talk on Wednesday 30 October on The Global Crisis of the Constitutional State and Human Rights: Challenges for the Office of the UN Human Rights Commissioner. Please register.

Armen Harutyunyan graduated in Law in 1986 from Yerevan State University and received his PhD from the Institute of State and Law of Academy of Science of the USSR, Moscow in 1989. In 2007, he completed HRLC’s Short Course in International Human Rights Law. Armen Harutyunyan has been a judge of the European Court of Human Rights since 2015.

Prior to this, he taught Law at Yerevan State University (1989-2002) and was a Legal Advisor of the Constitutional Court of Armenia (1997-2005), the Deputy Representative of Armenia at the Venice Law Commission (2001-2011), the Ombudsman of Armenia (2006-2011), the Regional Representative for Central Asia of UN OHCHR (2011-2014), and the Head of UN OHCHR Human Rights Monitoring Mission in Ukraine (2014-2015).

Armen was also a member of the Commission on Constitutional reforms (1997-2001), of the Council of Justice of Armenia (2004-2005), of the Board of European Ombudsman Institute (2008-2011), of the Armenian Bar Association of North America, Los Angeles (2007-2011), as well as an Honorary Member of the French Association of Armenian Advocates and Lawyers (AFAJA), Paris (2008-2011) and the President of the European Law Association of Armenia (2004-2011).
