Innovation, AI, Strategic and Defence and Procurement Research

Head of Unit: Dr Aris Georgopoulos

The Innovation, AI, Strategic and Defence Procurement Research Unit (IASDP), led by Dr. Aris Georgopoulos, focuses on the emerging themes of Innovation procurement, strategic procurement, the incorporation of new technologies such as Artificial Intelligence (AI), Blockchain and other data driven solutions in the field of public procurement regulation and practice as well as defence and security procurement.

The IASDP research unit examines these themes at national, regional and international levels, analyses the relevant regulatory and policy frameworks with an emphasis on fostering interdisciplinary engagement and understanding. The work of the Unit takes into account and encourages interaction and learning amongst the relevant stakeholders and various disciplines (see for example the book “The Internationalization of Government Procurement Regulation” (Oxford University Press (OUP), 2017) co-edited by the Unit Lead, Aris Georgopoulos together with Bernard Hoekman and Petros Mavroidis.

The Unit Lead, Dr Aris Georgopoulos has acted for a long time as expert advisor to companies in the area of public/ defence procurement compliance, to national authorities, international organisations and institutions (such as the OECD, the World Bank, the European Central Bank, The European Court of Auditors, The European Trade Union Institute and the USAID,) in the areas of public/defence procurement regulatory reform. Moreover he has been member of the jury for the European Innovation Procurement Awards organised by the European Commission ,the European Innovation Council and the SMEs Executive Agency (EISMEA).

PhD supervision

An important aspect of the Unit’s work relates to the supervision of exciting PhD projects. Former and current PhD projects relate to areas such as:

  • Defence Collaborative Procurement
  • Regulation of Defence procurement in Europe (EU and Member States)
  • The use of Blockchain Technology In Public Procurement
  • Data driven analysis of risk in Public Procurement
  • Regulatory Innovation in Public Procurement Reform in Emerging Economies (Armenia Kazakhstan)
