Biography

Norman Gemmell taught and researched at Nottingham until 1999 when he became Emeritus Professor and Professorial Research Fellow in the School. Having served as an Assistant Director of the Research and Analysis department at HM Revenue & Customs in the UK from 2003-2007 he then became Chief Economist at The Treasury, New Zealand (2007-11). Norman has previously held academic posts at the Australian National University, Canberra, and the University of Durham and has recently joined the University of Wellington as Chair in Public Finance.

Norman has published widely in economics, mainly in the fields of in public economics (and taxation in particular), economic growth, public choice and development economics. His publications include several books and numerous articles in leading economics journals including the American Economic Review, Economic Journal, Journal of Development Economics, and the Journal of Public Economics. Norman also has wide experience working as an economic adviser and consultant for a number of major international organisations including the World Bank, the European Commission, the UNDP, the New Zealand Treasury, and a number of UK government departments.
