A former civil servant, Richard's academic career began in 1988 as a researcher at the London Business School. His doctoral research at York was in the field of public administration reform and he was awarded his DPhil in 2000. Richard's main research area is in international and comparative public management with an emphasis on international policy transfer. As well as working at various UK HEIs including York and Manchester, his international experience includes universities in Hong Kong and Oman.
