A lawyer, poet, diplomat, born in May 1785, he wrote the National Anthem and Observaciones sobre las reformas políticas en Colombia. (Ardila, 470.)

He attended Manuela Santamaría’s tertulia de Buen Gusto. (Arciniegas, 687, Monsalve, 22.)

He was exiled for his part in the independence struggles. (Monsalve, 24)

He was fighting in the Venezuelan pampa in 1816. (Monsalve, 173)

He died in Paris in February 1828.
