Biographical details

Born in Arequipa in 1766, he studied at the Semanario de Santo Toriba, Lima. He was abogado of the Royal Audiencia, and after independence, a member of the Colegio de Abogados. He proposed the foundation of the Academia Lauretana and wrote its elaborate constitutions. He donated his library to the Academy and was very defensive of it when royalists accused him of being a revolutionary. After independence he was a diputado in Congress several times and a senator. Vocal de la Corte Suprema de Justicia. His work includes Sentimientos de la Ciudad de Arequipa por las gloriosas acciones de la capital de Buenos Aires contra los británicos (1808). He died in 1841.
