Born in Bogotá, on 25 December 1800, he became a journalist, educator and poet, a religious polemicist. He wrote for El Album, El Mosaico and many more. His most important work is listed as Historia Eclesiástica y Civil de la Nueva Granada. He died on 3 May 1878. (Ardila, 9, 22-23)
He wrote Historia civil y ecclesiastica de la Nueva Granada, which described customs, regions, towns and travel. (Zea, 218)
