Born in 1778, he was probably a member of the Sociedad Patriótica, Lima. He was involved in the publication of the periodicals Las Guías, La Gaceta de Gobierno and El Sol del Perú. He was a librarian at San Marcos University and a member of a reformist liberal group. He edited Guías de Forasteros from 1810-1839, and La Gaceta de Gobierno with José Pezet from 1810-1819. He wrote on a number of themes from criticism of bullfights to economic theory. He died in 1839. (Martínez Riaza, 51, 67, 77-78)
His daughter was married to the son of Lino de la Barrera. (Clément, 99.)
