Letter written to the rebel administration in Caracas. Translated by Arlene Díaz. Díaz notes that the wrting in the letter is not the same as that of the signature.

The reforms that Caracas proclaimed as necessary to different branches and above all to the administration of justice are the same ones that have moved me to address your Excellency with the hope that dignifying us by receiving my solicitation ... Will bestow all the honour that is owed to one of the most grandiose eras of Venezuela. The constitution that ruled the old system and that has provisionally remained in use ... concedes the president of the state the authority to grant favors like the one that I implore today of your Excellency who, while simultaneously occupying one of the highest positions, is interested in above all my favor, in an event as dignified as it is necessary.
