It is estimated that more armed groups have emerged in the last ten years than in the previous seven decades. Allegations of war crimes, crimes against humanity and genocide have increased significantly and almost 65% of the cases before the International Criminal Court concern members of different armed groups. While international criminal justice originally focused on State officials and members of quasi-State organisations, armed groups are becoming less and less State-like. Today’s armed groups are more fragmented and often operate in loose coalitions. The Seminar will focus on the ways these recent trends affect legal issues around the definition of armed groups, the applicability of international criminal law to armed groups and the assessment of the individual criminal responsibility of armed group members.
