Roisin Mulgrew's article, 'The role of oversight in foreign-national only prisons: counteracting the disapplication of rehabilitation' has been published online by Crime, Law and Social Change.
This paper outlines findings from a study of prisons established to house foreign nationals without leave to remain in Norway, the Netherlands and the UK and the consequences of the regime at such facilities for human rights compliance and monitoring focusing on the duty to rehabilitate prisoners.
