Biography

Dr Scarlett McArdle joined the School of Law in September 2021. Scarlett's research focuses on International Responsibility in relation to non-state actors, primarily international organisations and nongovernmental organisations. It also addresses the external actions of the European Union, in particular in the field of Common Foreign and Security Policy. She has a focus on inter-institutional relationships and the nature and autonomy of actors at the international level.

Scarlett completed her LLB Law with German and LLM International and European Law in 2008 and 2009 at the University of Sheffield respectively. She was then awarded a School of Law studentship to complete her PhD at the University of Sheffield. She was awarded her PhD in 2014. Scarlett's thesis was on the International Responsibility of the European Union and considered the complexities in applying the principles of international responsibility to the growing external activities of the European Union.

Scarlett has published in the fields of international responsibility, EU external relations, Brexit and EU External Relations, and the question of autonomy and international actors. She is currently finalising an edited collection on the Law and Practice of the World Health Organisation, which is coedited with Dr Stephanie Switzer (University of Strathclyde) and is working on her monograph which analyses the fundamental weaknesses within the Law of International Responsibility.

Expertise Summary

Scarlett's research cuts across a number of areas. Her primary field is that of international responsibility and its application beyond the state. This has led to discussions and applications in relation to numerous international actors, including the UN, the EU, and the World Health Organisation. Scarlett is also engaged in work that considers the autonomy, power, and role of actors beyond the state at the global level. Her expertise also extends to EU External Action, specifically in the field of Common Foreign and Security Policy. Most recently this has led to her publishing on the impact Brexit will have on this area.

Teaching Summary

Scarlett teaches on LLB EU Law and LLB Contract Law. She teaches EU trade Law, Brexit, and International Relations on the LLM.
