One interesting procurement issue arising from the pandemic is whether it will drive wider reform of highly regulated systems. This was the main topic of discussion at a webinar on 13th May 2020 hosted by Brazilian law firm Justen, Perieria, Oliveira e Talamini, a partner in the Public Procurement Research Group’s current research project on procurement and COVID-19.
In the first presentation of the webinar Professor Sue Arrowsmith explained how the UK’s flexible, but controlled, system meant new legislation was not needed. Professor Marcal Justen Filho then highlighted how Brazil has moved from tight regulation to a very uncontrolled system for pandemic-related procurement, and this was followed by a discussion on possible reform of the Brazilian system and insights from the UK approach, chaired by Cesar Pereira.
