Professor Sue Arrowsmith KC was again invited to present as keynote speaker at the annual Nordic Public Procurement Forum. The event, hosted by Nohr Con in Copenhagen, is the largest independent public procurement conference in Scandinavia attracting hundreds of delegates from government, the private sector and academia from around Northern Europe, and was held this year from 22-26 November.
Professor Arrowsmith focused on two specific topics: (i) legal developments in regulating procedures without competition and (ii) the European Commission’s shift in focus from a “hard law” regulatory approach to procurement to a more practical one – a shift which raises question of legal competence. She also presented her usual annual round up of the most important case law in public procurement from the European Court of Justice.
