On Wednesday 23 October the Research Centre for the Study of Parties and Democracy will be welcoming Professor Iain McMenamin (Dublin City University) to deliver a research talk on his proposal with Chris Hanretty (Royal Holloway) of a new measure of disproportionality that distinguishes whether distributions favour larger or smaller actors. They aim to show that electoral systems are unusual in favouring larger actors; malapportionment and cabinet formation favour smaller actors and public funding is broadly proportional.
