The module will examine the 'flow' of policy making from inception to implementation. The first part of the module will explore various theories of policy making at different levels & will take the form of a seminar with previous set readings. The latter part of the module will be related to recent or current research undertaken by central or local government in the UK, or Europe, though examples may also come from other countries. Attempts will be made, where possible, to include evidence from recent or current research undertaken in the SSP. The students will be provided with a guide to paper & web based materials giving details about the policy, the academic and policy analysis & commentary anticipating & following the policy, & research data, both qualitative & quantitative, generated in the field through attempts to evaluate the policy & its context.

Each policy initiative will be chosen to highlight particular concepts & debates that are central to social & public policy analysis, such as social exclusion, efficiency, risk, empowerment, & so on. Students will be expected to present materials & participate in seminar discussion on these topics, on the basis of organised prior reading & preparation, such that they come to understand the way in which evidence, argument & conceptual elaboration are used by academic & policy analysts to identify the development, implementation & evaluation of social & public policy initiatives.
